It's a littler harder to be inconspicuous when you rely on a cane to get around, but Terezi manages. Dark clothes, dark hat under a dark hoodie, and black shades. Even her shoes are black now.

She's just taken down a number of people, government lackeys. Maybe they had done something despicable, maybe their only crime was being employed by an oppressive government. Either way, Terezi is trying to leave the scene in a hurry. Most likely she's headed out of the City, toward Kanaya's orphanage. She can't help bumping into people sometimes, though, even if only with her cane. Most people hardly notice or care, but to someone used to covering up horns she might be a little more obvious...

Karkat spends too much time with his face angled toward the ground to get the greatest look at where he was going. He tried to avoid bumping into people- attracting attention to himself was the opposite of what he was trying to do- but sometimes it was inevitable.

And so, he doesn't see the other hooded, furtive figure until he all but walks directly over the top of them.

"Shit!"

"Watch where you're going, asshole!"

That rasping voice will certainly be familiar, as familiar as the cane that Terezi tries to drub Karkat with while simultaneously continuing to walk. She's not wearing any makeup to hide her skin tone, after all...
